The Senior Manager of International Programs is Cross International’s operational leader for its international program portfolio. Reporting to the International Programs Director, the Senior Manager translates the organization’s vision, current strategic plan, and approved program strategies into disciplined execution, clear staff accountabilities, strong partner relationships, timely donor deliverables, and measurable results.
This is a hands-on working manager role in a lean department. The Senior Manager supervises program staff, assigns and balances portfolios, establishes operating rhythms, maintains the department’s master portfolio view, and coordinates program design, implementation, monitoring, budgets, field payments, grant procurement, compliance, and closeout. The Senior Manager is the first point of operational escalation and provides the Director with concise, decision-ready information on performance, risk, resources, and required action.
The Senior Manager is also a cross-functional leader who collaborates with Development, Operations and Marcomm departments to align priorities, strengthen operational handoffs, and ensure accurate, timely program and partner information is available for organizational decision-making and reporting to the Board. The role champions the consistent adoption of organization-wide systems, processes, and data standards within Programs and contributes actively to continuous improvement, professional development, and a healthy, mission-aligned organizational culture.
The Senior Manager also leads the Programs team’s operating workflow for major foundation and other institutional funding. Within the strategic and programmatic framework established by the Director, the Senior Manager coordinates go/no-go decisions; owns opportunity and deliverable calendars; prepares first drafts; synthesizes staff and partner input; manages compliance matrices and internal deadlines; and completes editing, assembly, correspondence, award documentation, amendments, renewals, closeouts, and narrative reporting. Portfolio owners supply implementation content, and the Director provides strategic direction and final executive programmatic review for major opportunities.
